So he awakens Constantine in a wrong way and in the weakened form (which is easy to kill), and kills Constantine to awaken Norton so he can harvest true dragon bones. Dragon kings without their other half are really weak, this is shown multiple times in future events. The story of the Dragons is really pitiful, their predators and prey at the same time, as its a battle between species.
