How we know the latitude and longitude what to put ???
Northing - X Coordinates.. Easting - Y Coordinates
After georeferencing the image is flipped over and so do latitudes
May be You could not put the Image Coordinate point accurately. I am suggesting you to follow the tutorial carefully and do accordingly... Hope it will work. Thank you brother for your interest.

I've tried over and over to do it right.
Longitude-X and Latitude-Y but still the final image flips itself
I feel worry that your task did not work accurately. Anyway, check your layer/data frame coordinate system as well and make it Your country coordinate system. Thank you brother.
