Last split TL beat TSM in a major upset and it was questionable if the match was rigged considering the fashion in which TSM had lost the match. Memes like ' Regi? Steve here, check your bank account' started popping up to make fun of that possibility. Ever since then it can be seen that Steve is willing to invest in a lot to save TL in desperation like the TL doublelift thing and midlet.
TLDR; the joke is that Steve is basically keeping TL alive by shoveling money everywhere he can to make TL look better than a pile of steaming dogshit.
