The ice to blaze adjustement reminds of the newer Chieftain for Path of Exile, where nearby enemies had a fixed -20% fire res while (the character is) not moving.
It freed up a few things and you didn't have to care about % res for enemies, so it was useful in that regard, and you could still use pen.
I don't know how it will pan out for TL:I and specifically for G1, but maybe it'll be alright, and I'm guessing pen is still going to work.
