Theres no excuse for them to not archive their content and/or have it available for streaming off site.
All it'd take is one wild hair up YT's ass to start banning vtubers for marketting inappropriate content to children and the entire business would be done.

They could build their own VOD membership on Vimeo's platform. They have that and it's pretty easy to set up.

I'm gonna just say that I agree with you on that the major events and the more risky stuff like the bunny garden streams should be backed up on a separate platform to protect them from sudden deletion, so that they can be enjoyed later. I also wish that the talents could have a place to discuss the more adult topics that clearly some of them want to do without having to worry about the UA-cam side. Nothing NSFW even.
But to touch on your comment: There hasn't been a good enough reason in the past and neither is there a reason now to stop relying on youtube. These kinds of content losses are victims to the best value for investment type platform. Google is an advertising firm and is thus very much susceptible to advertiser whims, but 99% of streams remain up (no real numbers to go off of, but safe to say the vast majority remain up). The VOD processing and storage happens automatically, painlessly and in very high quality with editing capabilities if need be without the need to take it down. 89 talents with an average stream runtime of 2-3 hours on maybe 4 days a week is a stupidly large amount of data to handle for a VOD platform. High quality video eats up gigabytes in minutes. And this is supposed to happen weekly! VODs get a minuscule amount of views after the live even for bigger events. It just doesn't make business sense to have those extra 10 000 views over the span of months when you can get the same amount for a new live stream immediately and then some. Marines streams get 300 000 views just over the span of the couple of hours of being live (not concurrent, but total). The overwhelming majority of fans watch streams either live or a day or two after if they couldn't watch live and never touch it again. That or they are consumed through clips, which aren't under hololives control, so they don't count towards direct engagement. And that's just the argument for past streams! UA-cams very very powerful discovery factor for a huuuuge audience is probably single-handedly the biggest reason why big companies remain on youtube, even through volatility.
This is the same painfully cold reason why big companies never directly cater towards enthusiasts. They make up the smallest consumer base possible, so why do that if it compromises the casual experience?

Lots of speculations really. UA-cam doesn't like it, or Cover being overly afraid of getting demonetized or there's a change in the game devs policy. Interestingly enough Ui-mama Bunny Garden vods are still there.
