Problem solved! Thanks a lot man!! 👏🙏 In my case, I was able to solve it with the 3rd solution, and for that to work, I had to boot my pc normally, without having a bootable device, such as USB or CD Disk, as first boot option. At first, I was trying to do the cmd commands after I've had started the pc with the bootable device defined as 1st boot option, but I was getting errors when trying to access the BCD files. Once I reset my PC booting order back to normal (default), and took off the bootable USB device I had as 1st boot option, then I was finally able to do the commands properly, and it did work with the third solution! :)

@@musijl Sorry, but the modification for your command is as followings: DISM /Image:C:\ /Cleanup-Image /RestoreHealth /Source:ESD:E:\Sources\install.ESD:1 /LimitAccess Also you may try the following suggestions: 1- Navigate to Sources Folder inside the E partition and see which extension does the "install" file take (i.e. whether its a WIM or ESD extension. You can do that by typing NOTEPAD into command prompt. Then from File panel, select OPEN option. After that navigate to this PC icon and open the E partition. 2- If the "INSTALL" file exists on the "E:\Sources" and you still get the same error even with using the correct extension, then try the following commands before RestoreHealth command: CHKDSK C: /F /R /X DISM /image:C:\ /cleanup-image /revertpendingactions DISM /image:C:\ /cleanup-image /StartComponentCleanup 3- If DISM error not fixed, make sure the Windows version in the USB is similar or newer than the installed version. 4- If not fixed, try another method rather than the DISM tool, like System restore or review the BIOS settings.

Thanks a lot for so many solutions, #6 worked for me. I was having bad system config error in bluescreen, after trying so many things finally #6 worked for me.
@ValiumMedia Tech, my main is Win10 Home 1909 (or whatever most recent is) got BCD error 0xc00000f, I’m using a 1703 media installation to repair. I’ve been going round in circles. My system is UEFI on a GPT disk, one note is my disk is seen as dynamic in disk part. In \EFI\Microsoft\Boot\ there is no BCD, even after bootrec /rebuildbcd, bcdedit finds one however its not in the directory. Attrib C:\EFI\Microsoft\Boot\ returns file not found - BCD. Another note is that my windows boot manger displays two options for the same drive one for legacy which returns file c:\Boot\BCD missing or corrupt. And the UEFI which returns the same error on \EFI\Microsoft\Boot\BCD. I followed your section on UEFI GPT bcd repair worked great in the console but still no BCD file and same boot errors after restarting. I’m usually able to fix these problems but every fix is going in circles. I’m no longer able to use recovery mode on my main OS spamming f9 just restarts, I can only access recovery on install media , this problem started after trying to make a multi boot usb, which works however has messed up the main system. The usb media works fine, got two different drives. One multiboot for Ubuntu, windows PE I’ve configured with tools, and a 1903 install. The other just has the 1703 install. I’ve tried everything and managed to move important files to a Flash drive, so reinstalling is my last resort. Any tips and help is appreciated, take your time. Thanks in advance. Other notes are bcdboot c:\Windows returns errors- BFSCV Error: Failed to set element application device. Status = [c00000bb] BFSCV Error: Failed to populate BCD store. Status = [c00000bb] Even when I had a bcd file there, even after setting attributes -h -r -s, the same errors come up. However after using bcdedit again another boot loader is added but clearly not configured right, doesn’t show path, device partition or any information that should be there on a normal entry. One looks like this after doing bcdboot C:\Windows ( or any permutation of the command) Windows Boot Loader ------------ Identifier {e331ffee-65a1-11eb-92df-b85d74e53e2a} Locale en-us Inherit {bootloadersettings} Isolatedcontext Yes Allowedinmemorysettings 0x15000075 Systemroot \windows nx OptOut winpe Yes
Second suggestion: Because you have an older windows in the installation media, so you will face some difficulties when you try to fix your issue. So the SECOND recommendation is to create a USB installation media using latest windows version which is 20h2. Watch the following video to see how to create a bootable USB using android mobile: ua-cam.com/video/cWo2GayUtZQ/v-deo.html
Third suggestion: (it may be difficult to discuss, but it seem from your command you will catch it easily): - To execute any command without issue because an older version of WIM, you have to use repairing tools from SYSTEM32 folder of your installed windows as followings: a- Execute this command: CD /D C:\WINDOWS\SYSTYEM32 (Replace the C: with the letter of windows partition in your computer) b- Open Notepad c- Navigate to C:\WINDOWS\SYSTYEM32 (Make sure the C: is for windows partition in your computer) d- From notepad options in the lower field, change Files of Type option to All files. e- Search for any tool you want to use, then right-click it and select OPEN AS ADMINSTRATOR (e.g. you need to us DISM command, so locate the DISM.exe file inside the SYSTEM32 folder, right-click it and select open as administrator) f- Back to CMD tool and execute the desired command that is related to the opened tool. g- If you need to use another tool, close the CMD and open it again, then repeat previous steps (from a to f) to open the desired tool as administrator.
@@ValiumMediaTech the command I’m stuck on is bcdboot c:\Windows /l en-gb /f UEFI /s e: E is my UEFI partition. When doing this I get the BFSCV Errors shown above. I followed the video for GPT and same errors come up So trying the run BCDBOOT as administrator from notepad quickly opens and closes a cmd terminal. Even running DISM as admin through notepad does the same thing. I’m now using the fresh windows installer.

If you can't access Advanced Boot options using Force stop method, that means the advanced recovery options is disabled or corrupted in your computer.
In such case, booting from a bootable USB is a mandatory step in the way of repairing boot failure.

Also if you are stuck in the blue screen, after recovery, in the prompt remember you can plug in your usb drive and copy them before you try these methods so in case something goes bad you have your files.
Great tutorial, thanks!

I can't tell you if I've already fixed my HP All In One desktop or not. The thing I can tell you is that I'm already on the DISM process and I've been trying everything like 5 or 6 days ago day and night. This obviously from your video and watching the errors to come and how to fix 'em. Also I want to give you a slow standing ovation 'cause reading the comments while waiting the other 50% DISM process I see your commitement on each and every response. Thanks in advanced without knowing if this will fix my computer. Saludos desde México.
Your nice comment brings me a great energy to stay with you until you get your PC survived again.
So, don't hesitate to ask a help, and I will try my best to help you.
Thanks for this motivating comment.
@@ValiumMediaTech you're welcome. I am getting this error after DISM /Image:C:\ /Cleanup-Image /RestoreHealth /Source:WIM:E:\Sources\install.wim:1 /LimitAccess (C: being my Windows drive and E: being my USB Windows boot media drive).
Error: 0x800f081f
The source files could not be found.
Use the "Source" option to specify the location of the files that are required to restore the feature.
@@musijl Replace the install.wim by install.esd and try again.
@@ValiumMediaTech thanks for your kind responses and help, I've replaced it and I get the same error. And after sfc /scannow I get the "Windows resource protection could not perform the requested operation". I think it's important for you to know that the DISM error which I get is in english and the sfc /scannow error shows in spanish (my windows language).
@@musijl Sorry, but the modification for your command is as followings:
DISM /Image:C:\ /Cleanup-Image /RestoreHealth /Source:ESD:E:\Sources\install.ESD:1 /LimitAccess
Also you may try the following suggestions:
1- Navigate to Sources Folder inside the E partition and see which extension does the "install" file take (i.e. whether its a WIM or ESD extension.
You can do that by typing NOTEPAD into command prompt. Then from File panel, select OPEN option. After that navigate to this PC icon and open the E partition.
2- If the "INSTALL" file exists on the "E:\Sources" and you still get the same error even with using the correct extension, then try the following commands before RestoreHealth command:
CHKDSK C: /F /R /X
DISM /image:C:\ /cleanup-image /revertpendingactions
DISM /image:C:\ /cleanup-image /StartComponentCleanup
3- If DISM error not fixed, make sure the Windows version in the USB is similar or newer than the installed version.
4- If not fixed, try another method rather than the DISM tool, like System restore or review the BIOS settings.
I don't remember to write under any video or thanking about but many thanks to you. You solved my problem 👍👏

Please help me im lost and confused its rushing me please help and i dont have a USB or disc
You have to boot into windows Recovery Environment (WRE) in order fix your issue.
Watch this video to see how to boot into WRE:

Thanks a lot for so many solutions, #6 worked for me. I was having bad system config error in bluescreen, after trying so many things finally #6 worked for me.
Thank you so much 💯 percent fix helped me so much
Thank you for your nice feedback!
Other notes are bcdboot c:\Windows returns errors-
BFSCV Error: Failed to set element application device. Status = [c00000bb]
BFSCV Error: Failed to populate BCD store. Status = [c00000bb]
Even when I had a bcd file there, even after setting attributes -h -r -s, the same errors come up. However after using bcdedit again another boot loader is added but clearly not configured right, doesn’t show path, device partition or any information that should be there on a normal entry.
One looks like this after doing bcdboot C:\Windows ( or any permutation of the command)
Windows Boot Loader

Identifier {e331ffee-65a1-11eb-92df-b85d74e53e2a}
Locale en-us

First of all, watch this video and see if it can help you:
ua-cam.com/video/kSb7H73q--Y/v-deo.html
Second suggestion:
Because you have an older windows in the installation media, so you will face some difficulties when you try to fix your issue. So the SECOND recommendation is to create a USB installation media using latest windows version which is 20h2.
Watch the following video to see how to create a bootable USB using android mobile:

@@ValiumMediaTech thanks for the quick reply, I’ll keep trying.
Third suggestion: (it may be difficult to discuss, but it seem from your command you will catch it easily):
- To execute any command without issue because an older version of WIM, you have to use repairing tools from SYSTEM32 folder of your installed windows as followings:
a- Execute this command:
CD /D C:\WINDOWS\SYSTYEM32
(Replace the C: with the letter of windows partition in your computer)
b- Open Notepad
c- Navigate to C:\WINDOWS\SYSTYEM32
(Make sure the C: is for windows partition in your computer)
d- From notepad options in the lower field, change Files of Type option to All files.
e- Search for any tool you want to use, then right-click it and select OPEN AS ADMINSTRATOR
(e.g. you need to us DISM command, so locate the DISM.exe file inside the SYSTEM32 folder, right-click it and select open as administrator)
f- Back to CMD tool and execute the desired command that is related to the opened tool.
g- If you need to use another tool, close the CMD and open it again, then repeat previous steps (from a to f) to open the desired tool as administrator.
@@ValiumMediaTech the command I’m stuck on is bcdboot c:\Windows /l en-gb /f UEFI /s e:
E is my UEFI partition.
When doing this I get the BFSCV Errors shown above.
I followed the video for GPT and same errors come up
So trying the run BCDBOOT as administrator from notepad quickly opens and closes a cmd terminal. Even running DISM as admin through notepad does the same thing. I’m now using the fresh windows installer.
