Good question. I've learned that they love the sound of vibrations. The don't have ears so they actually hear through vibrations. Should be fine as long as he cant squeeze into it anywhere. You could always put some cinderbloocks around the ac unit so if that's a problem. Probably not since he is 4. As far as sound goes your all good. He's lucky to have someone care.
No they don't Max. They slow down their metabolism, heart rate etc. They store water. They release and replenish their water stores in the days and weeks after they wakeup. I never let my baby tortoises hibernate because their body mass is too small. Many die in the wild due to this. But the Mojave desert tortoise does not eat or drink, pee or poop during hibernation. They sometimes leak a lil. Thank you for your question.
