Doubt it, they never become targetable so it’s programmed completely differently. Unless they were trying multiple different ways of doing it

It might be because of the lvl 93 trail in extreme too.
Also: Without knowing the source of ffxiv it‘s hard to say how they work, it is possible that they just set a few variables depending on if they are targetable or not. And then forget to properly check the values. Or that older mechanics just added the wrong value.
There are a million ways to do something in programming and some are more maintainable, error-prone and readable then others. How they chose to implement it, is nigh impossible to say.
