Ofcourse I t depends on how dramatic the paper colour is ... then you would need to adjust the tones slightly... but drawing on the off white should be fine!!! I mean.. if you REALLY want to you can choose a slightly brighter shade. It you have the range... but it's not mission critical!!! The most important thing is.... enjoy the process my friend!!
