William is in his 30s when they are sent back to the past and Mia is in her early 20s. There's about a 13 year age difference between them (William was born in 2006 and Mia 2019). William is Oliver's son with a woman named Samantha who Oliver had a relationship with before he went missing on the island and Oliver never knew about him until William was around 8-9 years old. Mia is Oliver's daughter with Felicity whom he had to leave when she was only an infant to save the world. A group of killers were made aware that Felicity was pregnant so the family were sent into hiding to protect Mia and William had opted to live with his grandparents (on his deceased mother's side) several months beforehand. After Oliver went missing/died, Felicity decided to continue living in hiding with Mia, becoming paranoid and thus never making contact with William again until 2040 (she had been keeping tabs on him though and looking out for him from afar). When she goes missing herself, it brings William and Mia together.
Although William isn't Felicity's biological son, he was raised by her during his formative pre-teen years and the two share a love of computers and have high IQ's, which is why they went with the gender swap making him like Felicity. Mia also is incredibly smart like her mother, however mainly takes after Oliver (especially early seasons Oliver who was much more impulsive and aggressive and not good with emotions). Mia always knew her parents were vigilantes, however was very much kept in the dark about a lot of things, so never fully understood just what heroes her family were and the sacrifices they made, this caused her to grow resentful towards both parents, which is a big reason she's so stand offish with Oliver (and because she never got to know him).
