My first reaction was like "Hold up, why is a Russian station broadcasting in Ukraine with the war?" Then I saw it was recorded in 2019 and it made more sense.
Yes, it is an archive. Retro FM is no longer broadcasted in Odesa obviously, just like in the other Ukrainian cities, except the occupied territories. You can find the whole frequencies list on FMSCAN.org: Go to "Networks" -> "OK" -> "Ukraine" -> "Retro FM [RUS]" and you will find the list. The direct link doesn't work here.
