That one guy who refused to show a licence to the cop was an idiot. And legally, since he wasn't complying to a lawful order, the cop was allowed to do that. It wasn't brutality.
Legally he does have to give the cop his ID but also on the flip side if you ask a officer for their name and badge number they have to legally give it to you. Only exception is if they are responding to an emergency. Both were technically legally in the wrong. Every lawyer will tell you to give the officer you ID and then exercise your right to remain silent outside of simple answers. Get the ticket and then hash it out later in court, no use arguing on the scene.
Just so you know, SCOTUS upheld, that in fact, you DO NOT need to contract to DMV for anything if you aren't driving commercially. Don't believe me? Look it up. Research it.
