  • Almost five years after merging eight railway services into a single civil service in a bid to have a leaner bureaucracy and reduce departmentalism in the railways, the Centre has made a U-turn on the ambitious reform, once again demerging them. While some believe the reason behind the u-turn is a lack of technical expertise in the railways, others believe that the government has come under pressure from a section of the railway bureaucracy.

    Better Modi Government focus its efforts on Corporatization -> Stock market listing -> Slow and gradual privatization of entire Indian Railway.
    Then Indian Railway as a professionally run Company will figure out how to structure its human resources better than Railway Department can ever do.

    It is sad to see the Modi govt. going back on it's reform agenda in other areas as well. Privatization of PSUs has been stalled.

    There is something called organisation development programme and intersectoral coordination training and implementation programmes. These are used all over the world to bring different parts of an organisation together to improve efficiency and output.

    Only option is to follow American system, this is British model of administration. Recruitment of technical staff not GENEALIST ie UPSC.

      Nopes
      The unplanned reform trial failed again. Like many decisions the Modi government comes with an alien solution without any planning which is bound to fail.
      Although the intention was good, but only good intention is not enough. Planning is also necessary.

      ​@@LikeDeep-q6wYes bureaucracy is dumb in this case as majority of them are from non technical background so they are unable to access technical challenges and engineering requirement of indian railways

      I am not so sure. Accountants have little understanding of engineering issues. You could make a case that the five engineering divisions could be merged, but in every organization you have to make a fine judgement about when a unit becomes so big that it cannot be managed efficiently by a small team. Then division into subunits is necessary. The converse is also true. Too many subunits creates inefficiency. Also, while both kinds of managers can be parasites, that is more commonly found on the accounting and social sciences side.

    3:00 You said engineering officers would get promotion and civil service officers were disadvantages in the old scheme
    Then how will the reform further lower their status?

    single tier management is the need of the hour. this clamour for careers prevails because of too many levels in th hierarchy. the guys on top just need to assign blames for initiating fact finding meetings and provide finances for their pet projects . the moment power, responsibility and accountability goes hand in hand, all of this nonsense will go away. In fact. promotion will be seen as a crown of thorns.

    Thanks, for the article, not much is heard about railways which moves middle class of India. I was just wondering, why can't there be, a separate technical cadre and rest of the cadre, parallel posts or equivalent in both cadre would it satisfy both sides? So there no intercenine between the cadres. Least said, there is a lot of areas where IR need to catch up with the existing services. Than just keep introducing new Vande Bharat, and ignoring the regular trains.

    Anyone can be a generalist but not specialist.
    Recruitment should be only of technical officers.
    They can later on occupy non technical posts.
