i like hotel sofia by fuente, very close to jasmine pension, a small boutique hotel, taxi to ayala is 80 pesos, only superior rooms have a window but aircon works great and all rooms have flat screen TV and no shared restrooms.

Yup. Sofitel is also coming. Downtown in the city they need more of these international branded hotels. Bangkok and Vietnam have lots of them. Hotels in Cebu is overpriced for the service you get.
Yeah, what everyone terms as budget may be a bit different, can be a bit of a grey area. I try to provide as much info so the viewer can up thier mind. Not everyone will agree with me, but at least they can see for themselves.

i dont know how much the rate right now a year ago overnight rate is 1,000 pesos as long as you have the red planet hotel app in your phone
Cebu needs more of Ibis, novotel radisson park inn and etc...expensive if u want quality. Thailand have alot more options and 50% cheaper...

It's just across the road, so only a few minutes. The only thing that will slow you down is the traffic coz it's a busy road.
