This reminds my passport application horror story. In 1988, I got accepted in a US univ for graduate studies with full stipend and scholarship. I was then working in Noida as a freshly graduated engineer. I applied for passport. It took me 11.5 months to get my passport, despite 30 visits to the passport office to inquire the status. The root cause was I refused to pay bribes. I had a clean record. Still they did 4 police inquiries. Finally, without my knowledge, my father paid a small bribe (Rs 300) and immediately things started moving and I got my passport. I requested the US univ to postpone my admission and they kindly did that. As soon as I got my passport, I went into a mad rush to take care of my student visa+ticket, and I was in US after 3 weeks of getting my passport. In my 36 years of living in US, I have never paid any bribe. Nobody ever asked me. It is unthinkable. Corruption likely happens here also but only at high political levels.
The problem is US also has corruption, but it is only limited to the upper echelons of society like Politicians etc. But in India corruption starts from the top to even peons working at government offices. It's everywhere causing stagnation of the Indian economy

Regarding why values like honesty seem to have collapsed in India's public life, I wonder if this happened when the British destroyed our Kings and royalty. I hate to blame the British for yet another Indian debacle, that is not my intention. But think about it... before the British came to India, there was a social structure where everyone was taken care of. I don't believe people died of starvation back then unless there was drought or plague. And the inspiration for that social structure were the Kings. Back then, it was noble for everyone in India to aspire to noble values - kings themselves were the living example of higher values. But when the Royalty was decimated and humiliated and made to look like fools by the British in front of their own people, somehow it became okay for the values of the rest of society to fall. Indeed, Indians became craven when dealing with their masters, the British. Now the BJP is trying to use patriotism as a platform for inculcating values. It worked for a while, but with the BJP's election losses, now you can see on TV, the lower values have increased... by the very people who are against the BJP's patriotism related values campaign. The whole idea of patriotism has become something people laugh at. Bringing others down is the only value they hold dear.
