agree 2200mF to 330 is not enough even if by using higher voltage you do not need so much capacitance specially because you have some room now it depend of the load

His idea is nonsense. If you want to increase/decrease the output voltage you need to change the winding of the transformer. Changing the voltage rating of the capacitor makes no sense.

if you need a schematic for something this simple you shouldn't be playing with electricity, you should be playing with legos. Not the regular legos, you might choke on those when you put them in your mouth. The big giant block legos for 3 and under.

Putting 50V onto filtering capacitors rated for 36V will kill them.
But i would drive 2 PSU in Series after you open DC ground to earth contact.
