It's not the first time it has flooded around Lismore and it won't the last. The areas that flood are well known around the region, yet people will build and live in those areas. It's called nature get used to it.
I work in Lismore at times. They have spent hundreds of millions rebuilding there and the areas around. Im not sure its worth the risk. If that last system had of been a little closer to the coast they would have gotten hit again.
Who, in the same area, did NOT get flooded ? And why ? Design and resilience obviate the risk. It will happen again-like Brisbane. People who are paying massively increased insurance premiums-and have little risk of being flooded- have an understandable complaint.

If the ban everything/ block everything party, aka the Greens had been in power this would have been a disaster of biblical proportions. Non of the creeks nor drains would have been cleared to protect the little cute and cuddlys.

You see when they(the parties) pick the runners and you go to a booth for 8.9 seconds and pretend to vote, you really chose nothing as one of the major parties have their picked the team and players and they make the rules so no outsiders can play. Yes keep thinking you voted... no one voted for the PM with the exception of the votes in his electorate. But again that was a vote for chicken or chicken.
