I was looking forward to watching this video as appeared an interesting topic but for some unknown reason, the presenter spoke in Tagalog instead of English. In addition there is no English subtitling. As "Rappler" is supposed to be an English language news and analysis site, he should have used English. There are other sites for those who are not fluent in English. eg GMA, ABS-CBN.
