This won't disturb the original English page because it's its own page, correct? I tried to set my self as owner plus translator but i cant find a way to translate anything, sites language is English, so is my system default , and i wanted to translate to German for example. Any ideas ?

That's correct. Pages are separate/unique in terms of web parts and layout

You should have a page created that you can then translate. Hard for me to tell you why it is not created in your case without seeing the setup.
