No there is no need for a spearfishing license up till today as far as i know!

Hello. The water will be cooler in November but not extremely cold. With a 5mm wetsuit you will be fine my friend!

thanks my friend, i ll be in Malta just for holiday, if there is clean water, ii will swim and snorkeling to see lobsters and filming them, cheers:)
