Definitely learn the language. I was pretty good at Italian but in situations like you when I was living it Italy I experienced plumbing issues , electrical issues were trouble for me. Don’t assume Italians are all loving and welcoming. Not all towns will welcome you with a town meal served at long tables in streets. Do be alert. Ask prices first! Try to get the Italian price not the expat price. There’s a big difference. Fish store ripped me off. Watch Especially at vets office! I was ripped off big time! My language skills wasn’t good at vet. My poor dog didn’t have good experience either. Don’t assume expats are honest and truly friends. Careful at meals…… Do use attorney even when you have a realtor to rent or buy. Meet landlord!! Have attorney explain lease and make adjustments you prefer. I learned a lot. When I return, it will be quite a different experience.

I hope you will give us a follow up on the leaky pipe situation with your neighbor. It seems that this person has conveniently made his problem into your problem. Translation issues aside, the neighbor should have had the courtesy to not leave you hanging like that. Where's the property manager? It raises the issue of some locals subtlely taking advantage of a foreigner's politeness. I wouldn't put up with this kind of thing.
My concern is, I am an IT professional back home in India with 2 years of work experience. I neither have a masters degree from India nor do I want to pursue one in Europe. So I was concerned about probability of landing a job there with my Indian engineering undergrad degree.
