Yes, the instrument 笙, read as Sheng in Chinese, Saeng in Korean, or Shō in Japanese. It's a part of old imperial court music (雅樂/yayue/aak/gagaku) that I believe this is based on.
They mean and do something. Otherwise you can cancel out double sharp or flat signs, slurs on harp and basically all percussions, and anything like these.

You will never tell the difference in a blind test between, say, viola player playing pizz with a slur or without. Maybe uou will on an open string on a doublebass. But its such a miniscule difference - it just shows composer to be a show-off. Comparing it to a double-sharp is just sillyness
