You have to understand that the movies and the books differ. Adapting the book didn't go so well the first time around (FOTR Xbox) so they adapted the films. In the films, Rohan has been attacked earlier in the timeline. They aren't a weak force, they have been blindsided by a former ally and as such are recovering their full strength for Helms Deep and beyond.
Helms deep could've been expanded upon. It doesn't feel right defending a T piece from tetris. They should've made it like the film: a front row of archers and invading orcs. I get that the Ps2 was weaker but for the Xbox...that's just lazy

I look back on this level and am amazed at how brutal it was. Especially the crows gathering on the dead guy.
