There should be mechanism that from one EVM people should be able to vote for any constituency. For eg: If I am staying in Pune, I should be able to go to nearby EVM and should be able to vote on my home constituency which is in Bihar. This will increase voter turnout

I heard that even prisoners are also allowed to cast their votes through the postal ballot, then why not ordinary citizens on pre-booked tours, busy elsewhere on pre-arranged programs can use postal ballots??

Very correct statement in so much modern era location should not be an issue.
I too thought about it ...but thinking it in broader way it would bring other unwanted consequences too.
It could create complications in out come of elections, bogus votes no responsibility, complications in electoral rolls and no accountability.
