"Gaster's theme" in Undertale is called "HIM" in the files, and the intro to Deltarune plays a song with a VERY similar arpeggio and the file named is "ANOTHER_HIM". Toby has already named songs that are remixes of previous songs something like "Another [original song name]", such as "Another Medium" being a remix of his old unused Homestuck track "Medium". The audio in the "garbage noise" from the phone is literally garbled up audio from the Entry #17 Easter egg in Undertale. Same as the audio slowed down near that mysterious door. Every audio clip in the sounds files that directly would be tied to who would be Gaster is in all caps, much like the strange Twitter posts Toby made right before releasing Chapter one. The only exceptions are some of Spamton's themes, but that's also because he HIMSELF speaks in almost all caps, but it is still interesting nonetheless. The speaking mannerisms of the odd being at the start of Deltarune very closely match those of Gaster, based on the Entry #17 text.
