I think the main reason why Necro is a 120 skill is simply because it's expected for all new skills to go all the way to 120 now. Although, as for why there's barely any content above 99, I think that right now, they just wanna release the "base" of the combat style and see what players think of it before releasing more high level stuff for it.

There is one more thing I want to add, and it's that the ritual attractions are really clunky. The horror is incredibly dififcult to see where it's going, and both the wandering soul and corrupt glyphs have really weird pathing when you click on them. The fourth attraction can't be clicked if you stand on a different glyphs etc. These are kind of minor issues though which can be (and should be) easily fixed

Honestly, given that going past 99 into 120 actively improves your accuracy, I'm not certain it'll be a 'slight' damage boost for those bosses that your accuracy is still sub-100% at 99. I'm also wondering if they might do that for other combat skills at some point down the line - let them reach higher levels to improve accuracy, that is. They already made mention about the modifications to tank armour they made with Necromancy's tank gear potentially getting rolled out to other styles of tank armour, and it's probably pretty likely that they will roll out the tooltip changes to other skills as well. In terms of combat ability design as well, I think they were exploring a lot of things. The Spectral Scythe Series in particular, for example, feels like something inspired by FFXIV combat ability design, such as the Confiteor series, or the Raiton -> Raiju series. I wonder if they're going to consider, for example, just throwing imagination at the wall, taking Snap Shot from ranged and having another ability 'prime' it to be cast twice, with second cast doing three hits.
To me, the bigger annoyances is the ritual sites - evem while having settings adjusted, and the "do you want to scale your view from above?" ticked, I still have a very hard time seeing anything with so many players running about, etc. As for the combat, it feels more impactful for now, although... that being said I've worked myself up to 67/99... as I don't even know if 120 will ever interest me.. All in all, it seems like it'll be an interesting RS3 Journey for us returning, and for the new ones coming in.

The people who hate rituals must just hate playing the game in general. It genuinely doesn’t make sense to me why you’d ever hate rituals when most of the game is way worse than that in terms of interactivity. Especially considering you don’t need to do rituals after you unlock everything. At least not nearly as much.
Necromancy is honestly a ridiculous skill for irons. I'm lvl 80 necro with t80 weapons and t70 power armor, and its now my best combat style considering I have very few drop based unlocks for the other styles. I'll have to see what its like at 99 with t90 gear, but I have a feeling that Necromancy just invalidated all of the other styles for me on my iron until I get the RNG drops like gbarge, higher level weapons, etc
Its gonna be standard as a starter combat skill and the traditional ones are going to be premium, I can totally see 120 melee, magic and range weapons and spells coming.
I personally think that this skill is used as a way to take someone who's never utilized RS3's combat in PVM and teach them how to kill higher level bosses in a methodical fashion. I think it makes you learn the skill from the core basics, and uses abilities already in the game to create muscle memory that can transfer to other combat styles. The reason for it being a 120 skill is so that if you take that skill and grind it all the way to 120, you'll have a much greater understanding of PVM. I would not be surprised to see them add in other abilities alongside higher skill requirement bosses in the future to continue the learning curve to eventually lead to end game weapons and abilities. There's already a feature in the action bar settings for 2H or Dual Wield Necro weapons. I admit there is a fair point to be made that the skill as a whole right now has some issues, I'm sure thing's will only get better from here!
120 necro is pointless now only because they have not release any 120 content for any of the other styles. If there was 100-120 weapons and armour, boss challenges and combat abilities then the other styles would never be used. They will have to do an entire overhaul before adding anything in that 100-120 bracket for all styles
kinda bummed they didnt have any abilities based around killing mobs in a specific way, or effect dying in anyway. it would have been so cool if there was an ability you could cast 2 ticks before dying in order to unlock a lich mode where you're weak to salve they could have called the skill "psychic" or "the force" & taken out the thralls & nobody would have known the difference
the amount of people who think it ends at 99 cause theres nothing to do astounds me. you havent thought that maybe jagex wanted to release things slowly instead of all at once?

I think youre absolutely correct, the only way to balance other styles to match necromancy is up other styles to 120
