      @@sailorgabbie The humane society didn't get the cats out of the enclosed fenced off area at Lahaina. They were unresp○nsive to requests. A private local cat rescue did.

Along with some help from Eric West (Channel - Hawaii Real Estate) giving exposure to what was happening & putting pressure on authorities who were threatening arrest & $5k fines to those trying to get in to help. People were taking a risk & trying to go in under cover of night to get these animals out, if I recall correctly.

      My theory is that the fires were planned and executed on a large scale. I believe this was a case of mass murder caused by napalm. The intense heat generates carbon monoxide (20%) from CO2 and removes oxygen from the air. Death by asphyxiation and carbon monoxide is common. This is why the Police Chief is also the coroner. If it gets out that people die from asphyxiation or CO poisoning, they will be asked some questions that might power an investigation. It has to be a cover-up. If napalm is used, polystyrene is converted into styrene toxic substance. Take as many samples as you can from different locations and have them analyzed if possible. What has happened is horrific, and my heart goes out to all of the survivors.I am pretty sure I am right about the use of napalm. There is no proof of a DEM weapon only conjecture.
      Napalm - Aluminum soap mixed with naphthenic acid from crude oil and palmitic acid from coconut oil. Hence, the term Napalm. This mixture can reach temperatures up to 5000 degrees fahrenheit or 2760 degrees celsius.
      There simply was not enough fuel to produce that kind of damage.When I watched the videos of the cars, I realized it was napalm or a gelled incendiary weapon.

      ​@@David-ii3biun-maintained and outdated power lines went down & started a brush fire in the also un-maintained brush that surrounds our towns. That brush fire was feuled by the strong winds and dry conditions & started a very large fire. The bigger the fire the hotter it burns. Trust me that our county doesn't have what it takes to pull what you describe off, they're pretty inept.

    Excellent lecture, Professor Mercagliano! This should be mandatory viewing for every US Senator, Members of the House (formerly known as our "Representatives") and their Staffers. Including a pre-test and post-test. Big money does not care one iota about US interests, updating the Jones Act and restoring the USA to a leader in all aspects of shipping: land, sea and air.

    Interesting episode. As a retired military officer who lived/worked in Hawaii for 9 years, this is a very interesting topic. Question - what are your thoughts on the short-lived Hawaii SuperFerry back in the late 2000’s? This high-speed inter-island option moved not only people but vehicles and other cargo between islands in a tiny fraction of the time Matson and the barges could. The state AG loved it for disaster response. The SuperFerry was killed after just two months when powerful interests petitioned the state Supreme Court to rule unconstitutional a law that waived the second environmental impact study for SuperFerry.

      We know what happened. Our county doesn't maintain anything, they let everything go to hell. I had a tree fall on power lines by my house and they left it like that for months. When they finally came to fix it they restored power but left the tree on the lines. It was like that for years. Might still be like that, I moved from that area. Our county doesn't do anything about the dry and overgrown brush that surrounds our towns, and the power lines run right through those areas, so there's no question what happened.. neglect on the part of Maui county & MECO.

    Wow, I'm just blown away by this report and assessment of the situation. Anyone who wants to repeal the Jones Act needs to watch this first. I don't see how they would want to repeal it after watching this. This may be the best argument for the Jones Act yet that I've seen from you. I also seriously appreciate your approach to talking about the fires and it's actual affect on the people of Maui, and calling out those who only are concerned with profit and politics. 10/10 Sal!

    Those on Maui are pleading with people to NOT give to the Red Cross but to find local groups and organizations because the RC is not helping them at all. There are nothing but complaints. Hawaii Real Estate has several places people can donate directly and help these people. Thanks as always for great information.

    My nephew was a first responder to PR after Hurricane Maria for the US Postal Service. He got the Post Office up and running and distributing aid ahead of every other source. The intraisland distribution needed substantial improvement. Shipping in wasn't the issue; moving stuff was the issue.

      That was the same problem as the earlier hurricanes durring President Trumps administration!
      Incompetent local authorities, rampant corruption, corrupt trucking unions. Supplies rotting on the docks because the unions were on strike. I have a friend who was a lineman working to restore power on the island! The tales he told about rampant theft of their equipment and supplies was just incredible!

    Thank you for this level-headed reporting! It is clear that people don't understand what they are talking about, because on the one hand they complain about high prices, but then on the other hand, they complain about outsourcing our manufacturing overseas. If the Jones Act was repealed, I imagine Hawaii would be worse off, because it wouldn't be lucrative enough for other shipping companies to go out of their way to service Hawaii.

      @@Tugela60 Hawaii, though dependent on imports, is not very large. As a result, it can only support a few shipping companies profitably. If too many shipping companies tried to service Hawaii, they would each only get a small fraction of Hawaii's import business, thus cannibalizing each other and reducing (if not eliminating) what made Hawaii profitable in the first place. Plus, as mentioned in this video, Honolulu only has a very small port, which would be unable to handle the large number of vessels each carrying partial loads. It is better for a few full ships to service Hawaii than many half-empty ones, simply because of port capacity. Finally, the Jones Act regulates this indirectly by ensuring that only a few shipping companies can service Hawaii, thus making it profitable for those companies to continue doing so. While it's true that shipping prices would drop initially if foreign-flagged vessels were allowed to service Hawaii from the mainland, there would eventually be a winnowing, to the point that only a couple companies would be left. Then Hawaii would be worse off, because they would not only have the same number of shipping companies as before, but those would be foreign-flagged companies that pay their workers far less and don't follow as strict safety regulations, instead pocketing the difference as pure profit.

      @@Tugela60 First, there is a big problem. Hawaii is the US main fleet port in the region. You never want your defense, to be beholden to foreign shipping transport. That's what happened in WWI, and led to the Jones Act, in the first place.
      Also when wars happen, foreign ships go home, google stories about 'Black Sea shipping and insurance rates'.

    Who owns the land in Maui? After the State of Hawaii, which owns over 154,000 acres on Maui, Alexander & Baldwin is the second-largest landowner at over 65,000 acres, and the U.S. Government is the third-largest landowner at over 33,000 acres. if we can spend $trillion dollars on yet another war in Eastern Europe; we can spend whatever it takes to restore Lahina to its original condition and state-of-the-art infrastructure. Excellent insightful commentary.

    Sal, something that I think is also important that you had said in another video, is that every country has their own version of the Jones act. The importance of the Jones Act is clearly understood with other countries. Like you said, It cost the US more, but I much rather my money go towards American salaries.

    This is what I think. I think a satellite with Lazer ability was used on Maui. Because the fires were missed and hit on some cars. A car on fire and right next to the car was a car that wasn't touched. The children were taken. The boats were set on fire in the bay by a Lazer. The stars homes were spared. So fishey.

      Also engines don’t melt fires don’t burn in straight lines there’s so much stuff that’s not been reported because of fake news and they knew these fires were coming. They got a Oceanaire. Why didn’t they put pumps and saturate? The same fires were in California a few years back same thing square burn areas engine block smelt it not possible unless you’re using technology of lasers

Yes, it helps to have been to West Maui to truly grasp what happened and what it will take to rebuild for Lahaina residents.     So right about trade. THe UK has made the same error and neglected it's merchant fleet. Obviously we are an economic minnow in comparison, but we could do more.

      Like you, I get depressed with I look at the many bad decisions the UK has made since WWII. They were once an industrial giant. Now they do very little manufacturing. Just after WWII, they were a major automaker. Now they're a minor player. The innovative aviation industry they had before, during and just after WWII could have prospered but hasn't. You've brought up another area, shipping. As best I can tell, the only segment of the world economy that the UK dominates is international finance. But that makes only a few people rich while doing nothing for the rest.
      The Brits are becoming unhappy that there is now no U.S. state with a lower median income than the UK. Even the people of Mississippi are now better off than those in what was once one of the world's wealthiest countries. But unfortunately I see no evidence that the UK's malaise will change. Government subsidies of certain industries haven't worked. Neither has privatization.

    Was in the SIU, Refer/Electrician. Without the Jones act we have no Merchant Marine which is a national need. I took The Horizon Eagle out of the Korean shipyard new. great ship, but "lightly built", everything was at the minimum specs. Let us say that it was a very flexable ship. I also sailed to HI. Mariners do not earn too much and being a Mariner is one of the few ways for a poor person to lift himself up. We worked monster hours, 7 days a week, made good money, made a life for ourselves. I am one of them.

    The only thing you can realistically due to help in emergency fire situations is preposition equipment and train the local population to use the equipment. The time to fly in personnel is hours. Flying in equipment while possible would require having C-130’s on standby preloaded with light weight brush trucks.

    Love the rant, wish the politicians who run this country would listen to you. When all the free trade acts were signed in the mid 90’s you could watch the daily loss of American ranchers, manufacturing and mining. The Jones Act is needed to protect American interest, but it should have some clauses for emergencies. Thank you for the educational component of today’s program.

    I was deployed to the southern New South Wales Bushfires in 2020 in 🇦🇺.
    The thing I learnt from it all, control burns and back burns no longer exist as the environmental groups and Greenies don’t like it.
    We need to do control burns to minimise the amount of damage occurs in bushfires/wildfires. Forests grow back after fires, buildings and peoples lives do not grow back.

      Despite numerous reports recommending burning off before fire season it does not happen for one reason or another (including weather).
      Here in Victoria, they make it more and more difficult for the volunteer fire brigades to be proactive and there is more division between the professional (city) brigade and the (country) volunteer brigade.

      Yes, absolutely. I remember here in Tas after the '67 tragic bushfires, we would do burn offs every year to prevent uncontrolled ones. Unfortunately yes, the greenies protested and now it's not done. Interesting, how none of them are anywhere to be seen when a big fire breaks out, hmmmm🙄.

    Thank you for an informative report. It is true most people on the mainland have no concept of what it is like to have to deal with being on islands thousands of miles away. Even going interisland, is not that easy. 90% of all goods and food is shipped in. There is limited storage capacity because of the cost of real estate and the cost of keeping inventory in a warm humid climate. Because we are not close to the main shipping lines, we pay twice the cost of shipping. We pay to have the goods shipped in, and again to pay for nearly empty ships to return to the West coast to pick up more goods. There is no such thing here as overnight shipping, two days will cost you nearly $100 in shipping cost. Some things we cannot get because no one will ship it here or there are other restrictions such as State Ag requirements and state laws that preclude an individual from getting things here. Amazon is even restricting more and more items they used to send, but won't send now. If there are delays at the mainland ports do to staffing or strikes, it affects us a lot We have roughly 11 day supply of fresh food, so we depend on the ships to bring in most food. only 10%-15% of food is grown locally, on expensive land and everything farmers need from tractors, fuel, fertilizers, seed, pest control, all have to be shipped in. Then there is the cost of marketing and distribution which is hard for a small farm to do. It takes a few days for fresh produce to get here from the mainland, and most of that is picked green or half ripe. So, produce isn't that fresh when it arrives. Young Bros. sends goods from Honolulu to the smaller islands that don't have large ports. They cut back their service during Covid to save money to once a week, so fresh produce only got delivered once a week instead of two. You are correct to point out with all the criticism of the government response to the fire in Lahaina. That people on the mainland can get resources outside of their community but on the island especially an island battling multiple fires at the same time, resources were limited and the first responders on the ground were really on their own, there was not going to be any help that could get to them in time. Communications were compromised by power outages and fire damage and the chaos of a situation that was changing minute to minute with exits being compromised by backed up traffic, fire and debris limiting options. Firefighters commandeered a police SUV to rescue other firefighters who were trapped by the fire and could not get their firetrucks out. People had to help each other. Even the coast guard had to call for private boats to come to help them rescue people in the water. They are not equipped to effectively rescue people on shore or near the shoreline.

    This should be required viewing for everybody, literally.....
    Part of what makes us a superpower, and ensures our nation's security, is our ability to have a very functional navy, in all aspects, and not only project power, but to move goods where we want to, when we want to.......
    You kind of threw in there at the end "you can't turn this over to people who do not have your best interests at heart...."
    Truer words have never been spoken. And yeah, it costs more... It also SUPPORTS AMERICANS AND AMERICAN FAMILIES AND WORKERS.
    I'm not sure how or why we forgot this, but this kind of thing.... Paying more, to Americans, is 100% in the national interest, and in the best interest of ALL Americans......
    I was about to go on a rant... I'll just leave it there, and say great job.

    For emergency response I would have liked to see immediate use of Air Force cargo planes, whatever the Maui airport could handle. Also, those ready reserve fleet ships sit idle all the time. There's two in Commencement Bay in Tacoma. How ready are they? I'd hate to think they'd take months of prep to get underway.

      I have RRF experience. They are (almost) all in ROS 30 status which means at minimum a month to activate.
      Many were activated for the big earthquake in Haiti but they were used to fill in for destroyed logistical infrastructure...unusable airport, port and roads. Not an issue here.
      There is literally nothing in Hawaii that will be solved by throwing more ships at it.

      Maui resident here.... There were shit loads of Hercules coming and going from OGG from day 4 or 5 and they were still coming through last I checked a week ago.
      We do have a limited runway length here. Just shy of 7000ft...that's why when Biden visited, he didn't bring the usual VC-25 A, but instead arrived on the C32 normally used to transport the Vice President.
      Our airport isn't large enough for 747s.

    Sal,
    Once again you are spot on. The loss of Operation Differential Subsidies (ODS) and Construction Differential Subsidies (CDS), applied to US flag vessels engaged in foreign commerce resulted in a significant loss of commercial shipbuilding. Add to this the end of cargo preference and there is another hit on the US fleet. If I remember correctly the legislation that authorized the Trans-Alaskan Pipeline System (TAPS) required non-subsidized Jones Act tankers for transporting Alaskan oil.
    Gone from commercial shipbuilding for good are; Avondale, Bethlehem Steel, Tood, Sun, and Quincy. Ingalls, Newport News, and Bath have stopped building commercial ships.
    I find the argument regarding the Jones Act interesting when you consider ANS oil. ANS has to be priced competitively based on oil being sold on a world market. Jones Act tankers have to be used to transport the oil. As far as I can tell when you pull up to a gas pump the price is the same whether it originated in Alaska or Saudi Arabia. The fact that the oil is transported on Jones Act tankers is not forcing a price change at the pump.

    I contrast Hawaii with Alaska, Hawaii has water between islands while Alaska has mountains and ice. What Alaska has that is somewhat unique is the state ferry serve that regularly connect the islands and some of the isolated communities with regular service using the fastest loading technology know, drive it on/drive it off. Hawaii depends on mainland connections for its table vegetables, that wasn't always the case, of course on the island of Oahu, home of most Hawaiians, this is not possible due to scarce land for farming, but the big island has plenty of space for that, problem is you can't get stuff from there to Oahu quick enough, so Oahu eats week old (optimistic) California lettuce instead. This would not be an automotive service, few would send their car from Maui to Oahu, but a contractor who needs some specific construction equipment would see it in a few days rather than next week. The ferries could carry some passengers, a bar, a slot machine casino, and a movie could generate some revenue, plus they have to feed the crew anyhow, a few extra mouths that pay wouldn't add much to that.
    Your point about the limited shipbuilding in the US is very real, we are about the 35 largest shipbuilder with less the 1% of world tonnage built here. US civilian yards are small, outdated, and use old outdated technology both in the construction process and in the product delivered. Does anybody in the US build a diesel engine off the shelf of more than about 10,000 hp? Modern container ships need engines of over 50,000 hp and gas turbines and steam isn't going to sell. Problem too, is all of the ancillary equipment need on a ship, you need to make enough units per year to make production worthwhile. You need to have a force of skilled workers and to have that you need training programs and you need to keep them working year after year, not the feast or famine most US yards provide. Obviously we cannot compete with the low wage producers in Asia, but the Europeans pay wages equal or better than the US and most of the world's cruise ships are built there. Switzerland, landlocked, produces marine diesel engines of high HP. Finland has produced more icebreakers than the US and Canada combined. It should add that the one ocean going cruise ship under US flag (aside from a few small coasters) sails around Hawaii and after the US yard building it failed, the hull had to be towed to Europe for completion, no US yard could handle it. It had to get a Jones Act exemption for this to happen.

      I work for a private jet business and Jimmy kept his Falcon 7X next door to our hangar here on Eastern Long Island. We knew he was ill as the last time he flew in he had to be helped off his jet, but I was not expecting this. I am still in shock. Been a fan since my first JB show in 1977. Glad your son got to see him.

    Like Sal, I honeymooned on Maui and it was about the nicest place you could imagine for that. I also lived on Hawaii (years before) and found it not so great. At one time I thought repealing the Jones Act might help it, but I've changed my mind. Sal's presentation mentions some of the problems with domestic shipping, and it's not just in Hawaii, but throughout the US. If we compare ourselves with Europe, the latter has a vibrant coastwise shipping trade carried on with small vessels. Most of these are rather seamanlike ships, not tug-barge units. Somehow, the US doesn't have that even though lots of our topology seems very suitable for them. This matters not only because a ship is inherently more economical of energy than a truck, but those small ships provide an ideal training ground for seamen. We like to think if you want to be a seaman you go to the merchant marine academy, but merchant seamen (as opposed to officers) don't need that degree and can gain practical experience as well as sample the business and see if they like it in coastwise trade.

    If we are getting rid of the Jones Act, we may as well go after Davis Bacon Act wages too. Foreign people work for lower wages.... Would be a great world if all ships made overseas and low wage for construction. I do not think people understand the fallout from elimination of these laws. I do not think Americans would appreciate losing their jobs.

    THE BIG thing that a lot of people don't want to hear and big financial interestes don't want heard is, all that extra "cost" associated with the Jones act is money that stays in the US, supports US businesses and pays US wages to US workers.
    Money that would otherwise leave the US economy for the benifit overseas interests.

    Great video and explanation. While I think there might be some benefit and an argument for allowing for a TEMPORARY override of the Jones Act in times of crisis, it would have be for a strictly limited amount of time (90 days?) and come with some kind of justification as to why it is necessary and/or a benefit. As you said, most of the issues blamed on the Jones Act are actually not issues at all. Makes me wonder who is lobbying Congress for the seemingly constant push to abolish it.

    The Jones act even if it did have an impact on the rebuilding it would be insignificant to all the other issues that are going to come up. It won't be a straight rebuild it's going to be allot of infighting on what gets rebuilt and where.
    I grew up in Hawaii and remember seeing the Matson ships at Sand island. There were a few years when there were no Christmas trees because they basically strapped them on top of the containers and when the ship would hit storm they would loose many of them. When moving to the mainland they took our car off at the wrong port and it took 4 days to get it to us. Stuff happens. Like friends we had moved in and out 3 times while we were there. The first two times the container with their household stuff ended up in the bottom of the bay. The third time they sold everything and bought new when they got to Hawaii. An annoyance but it happens.
    It was pretty cool to see a Matson container here in TX the other day. That's a long way from home for it.

    Last month Pasha christened their 2nd LNG-powered container ship for the Hawaii route (and I understand that more are on the way). It was built in Brownsville, Texas by AmFELS, a yard that had never done anything like it previously. So it cost more and took longer for all the reasons you so clearly explained - maybe the next builds will go smoother as production ramps up. AFAIK neither Pasha nor the yard received government subsidy for the construction.

    My favorite by-product of the Jones Act is was that goofy little "railway" up in Canada where they would put semis loaded with frozen fish onto a railcar and move it back and forth 200 feet because there was some exception to transporting goods on a Canadian railway.

    If you let it go to far, you may come to the dystopia that we have in Sweden and Finland. When I was a cadet on a Finnish flagged vessel I got more money from my student allowance than my Filipino mentors salary (he was a very good motorman with 10 years experience) . That is almost as low as you get from social security contributions in Sweden.

    A Direct Energy Weapon Facility is 40 miles from Lihania. Since when do you have 1300-2700 degree fires that melts aluminum into liquid yet trees remain upright, with leaf fans on top of the palms, leaves & branches still on trees?     There have been times when the Jones Act has been suspended by executive order for months to facilitate a recovery. These executive actions usually stir up a turf battle. This sucks the energy out of recovery efforts. Nothing much happens until the lawyers duke it out. The process becomes moot due to excessive delays.

    Just a quick question - Why doesn't the fire dept. have independent engine powered pumps that take ocean water and use it for fire fighting - even truck or trailer mounted. Are they afraid of salt water in the city water system or what?

      First thing is, is the rapid reduction of strength of steel and other metal, that salt water exposure causes. Along the line of 50% in 24 hrs.

      They can pull a suction from any standing water source. In the case of saltwater, you would need to backflush the trucks.
      This was done in 2001 when the towers in NYC cut the water mains into the area and fire boats had to relay pump to trucks ashore.

    I thought Australia was the only country that had a requirement for foreign crews being relieved after 30 days if they were operating in the economic zone. But its obvious that this policy has been borrowed from the Jones Act. The crew transfer from (usually expert OCV, PSV, heavy lift, drill ships, survey/ROV, etc crews) to local is a major major problem; with cost/delay / competency issues.
