Only saw these in the wild once, installed in a restaurant about a mile from a K-Mart. They were installed with the downrod, but through a drop ceiling. The motors nearly touching the ceiling tiles. The place had three or four of them, either on low or off, usually. Zero airflow since the blades were within an inch of the ceiling. This would have been around 1993. 2006 comes along and the place reopens, same fans and install. Closed a few months later. I’ve long since moved away, but the restaurant remains there abandoned, certain those same fans are still in there.
I have had some luck repacking the bearings with grease but it really depends on the condition, your fan just sounds dry, it might be a good candidate for grease, I’ve even just applied oil in situations where I can’t take the fan down. The oil will soften any hard grease a bit.
Another thing I forgot to mention: The ufo motor had a different design. My Encon version is more rounded. Yours... Idk. But it is definitely different! My video is called: 1991 Encon “Nova” Ceiling Fan Just in case you want to see the difference. edit: nevermind you know..
This is my roommates fan and it used to be mine before I swapped rooms, it hardly moves air like you said, it's weird it's like you can feel some air movement when you first turn it on and then the airflow drops down to almost nothing on high, I always wandered what difference a 6 inch downrod would have
Love this fan! Would have fit in perfectly in my bedroom back in 1994 to 1996. High gloss black furniture with gold trim. This fan would have been perfection for my room.

Strange. Mine never did that. It pushed a a lot of air for its size. Probably because one of my blades are REALLY steep.
