Nope. John was super into the things he could do with the tape they were recording with at this time, so it's definitely him recording fast tremolo picking with the tape slowed down, and then speeding it up again to get an octave up and shorter sustain sound.
Yeah this is a pretty bad isolated track. Californication is really clear and sounds like it's just a layer of the song, but this is eh. You'd think it would be better, if anything, for a more recent album, but nope.

This is my favorite rhcp song, and I'm in love with the guitar in it, but in using isolated tracks for learning the song, the Californication.guitar track is much clearer than this. This master track for Wet Sand is kind of fuzzy, like low quality audio, and the original track sounds much clearer.

Take a listen to 4:18 onward and compare it to the original recording (during which Anthony isn't singing). There is an audible difference in quality. I don't want to stoop to this level and this comment likely won't exist in half a year or so, but your deaf persistence makes you sound like the moron.
