Toad is an absolute giga chad in the Time Over universe. While he might have run away at first, he came back to the fight at full force to save his friends.
In the lore of this specific version, Toad was spared of becoming one of PS135's victims and he enlisted the help of Rosalina (hence why in one part Toad sings a Mario Galaxy motif while holding a walkie talkie) to save his friends.
Maybe, but that'd be less cool. Plus you could use that excuse for literally anything from the canon Mario Mix. I'd rather go down a more interesting route.
