The decision to call for a vote of confidence, allowing parliament to express either trust or distrust, lies solely with the Chancellor. He has announced that he intends to take this step in January, and will govern with a minority government in the meantime. It is suspected that his reason for delaying until January is to allow himself and his party time to prepare for new elections, and possibly to mitigate or partially rectify his own mistakes and those of the current government. If he faces a vote of no confidence in January, an orderly process will begin, which will then provide for relatively prompt new elections. However, there is a delay until March as candidate lists and other preparations must be made within this timeframe.
