For anyone wondering, here is the brief rundown: Some champs in PBE URF are invincible to champion damage. Others get practically one shot. However, there is a catch. For one, towers still deal normal damage to the invincible ones. Additionally, on-hit damage goes past the damage reduction and can be applied. The same goes for some forms of true damage such as Pyke R and Ignite. Have fun.
So all they've done is force everyone to build on-hit and extremely buff the champs who already built/dealt on-hit anyway. 200 years of collective game design.
An easy way to understand how/why it works: Item/summoner/execute damage works as normal because champion balance buffs/nerfs(usually only in ARAM) don't affect how much damage they do or how much damage the champion receives from them. I expected to see a hotfix the day after encountering it, but... nope nothing.
S13 balance patch will be like: “We have came to the conclusion that we will remove Aurelion Sol’s passive and distribute it to every other champion in the game. To ensure player engagement, we’ll give Yuumi three extra set of Aurelion Sol’s star on top of the one that we already give them. With these changes, we hope to balance the game out. Not like that would be unreasonable. Azir is just so op, its totally unbalanced. Like if his lane opponent messes up around 20 times when tries to dive him at lvl1-6, than he even able to 1v1 a deattached yuumi. That dmg is just ridiculous. Riot carried too far by allowing him to buy items

It is actually very sneaky wording. Another way of wording it is that 'if you average the overloadedness of all the champion kits in the game most kits are not overloaded'.

Imagine a game mode where your champion reflects their lore, in terms of how much damage they can deal and how much damage they can take. How much damage they can take it represented through HP, so someone like aatrox will have 100k HP but everyone takes 99% of the max HP from tower shots just to prevent permanent tower diving. All champions start level 16 as to have supports a chance to enjoy the game too.
i wouldnt mind this but in the form of a rts game where you can deploy units would be a funny custom made game mode(similar to tft but what i mean is your build a base create units and conquer the enemy)

DotA was a mod for Warcraft III, an RTS game (exactly what you're describing), and League was what happened when some of the DotA devs opted to create their own game instead of developing a mod for an existing one. Played this for couple of days now and it was interesting. Only onhit effects/attack deal damage, for example: Kraken/Sunfire/Blade/Guinsoos/Liandrys and so on... Udyr and darius, both bugged, were next to unstoppable at some point and could kill you in literally 10 seconds later with Essence reaver. Made fun though

For whatever reason, you can ignore the 'balance buff' damage effects by using Essence Reaver. It's probably coded to do damage like it were a minion, neutral monster, or tower.

Add a yuumi to him and he'll only die when he wants to reset for items (although it will require some effort from him to do so) Or 115% LeBlanc oneshotting a Lux with two qs

"Towers will still deal normal damage" doesn't change anything because tower didn't do shit for the last 3 years to anyone that had 1 hp/armor item
