We had a similar issue here in Newcastle, Australia were Airforce fire retardant was leaked into the water table with similar impact on a community. The Government (aka the taxpayer) offered compensation and changed practices, they didn’t stop tho.

Let's face it. Military people are plain addicted to destructive behavior of all types....
everything:
Pollution of water and air, blowing stuff up, killing people (who usually are unarmed), seizing property, hunting other military people with the purpose of killing them,
The problem will not be mitigated without a behavior change and recovery treatment especially for the officers who feel special just because they are officers. Military operations from the standpoint of the survival of our environment and us simply is no longer tolerable. It is obsolete in that for any good thing it does it does ten times that amount in damage.
Unfortunately, people who don't care also don't see reason and therefore need to be dealt with with other strategies. Maybe they can combine their movements with those in Flint Michigan and or elsewhere in the US who are being poisoned by bad officials. Best of luck in the struggle for a safer living environment.
