Negotiating makes him look weak in this. Cypress should be the one calling to end things, but him constantly making offers, each lower than the other, then they can just think that as long as they keep going, them they are going to end up without paying anything.
@Djed354 It's pretty clear that manor wants the war to end, and that cypress aren't playing fair by refusing to concede. My point is that if ending with nothing is an outcome that he wants to avoid, keeping on lowering and negotiating is what is stopping the war from ending. Just say the war is going to go on forever, and that there aren't going to be any more negotiations, and eventually Cypress are gonna have to realize that if they want to go back to normal, and not doom their gang to poverty, they will have to make a decent offer.
