James Gandolfini was so good at the little things. The smile as the worst case scenario came to light. And as Carmine is yelling at Phil in the house, you can see Tony slowly turn sideways. He's already given up and he has one foot out already. He's accepted the war.

Lil Carmine is one of those characters that you understand a little more each time you watch the series. He's kind of an enigma. He seems like a dunce on the surface but really he's just trying to live his life and distance himself slowly from all this craziness.
He was involved just enough to reap the benefits of the life without truly putting himself on the feds radar.
He was ambitious but cautious, just looks like he never wanted all the pain that came along with it
He was actually trying to legitimise the business with his move into the film industry. It's a shame the other bosses didn't share his vision.

Yeah, I agree -- it was out of place for this scene, but since the viewer is likely looking at Carmine for those few seconds, they just decided to leave it in. Gradually, Gandolfini's face resumes a more serious appearance.
