Maybe its not only one "Masked Man". Remember Orton and Dean went inside Ric's office. We also seen the "Masked Man" give Cena a Dirty Deeds and RKO. There you go. Also we have seen the masked man give Cena a Chokeslam and End of Days. There is a chance that the true masked man could be Kurt Angle and the previous 4 are simply Orton, Ambrose, Corbin, and Kane. My theory is Ric isn't trying to only stop Cena, but take over himself. I can see him abusing his power and take over Smackdown and RAW.
Giving us a plot twist resulting in Cena having to form a new team because I feel Jericho and Rusev will jump over to Ric's side or going rogue. No one would want to join Cena because everyone feels he is the cocky self centered jerk, who they hate :v. Maybe HHH comes back because Vince decides," Hey I am tired of Flair, I need to get Cena some help, why not get HHH". HHH then brings down some of his boys down from NXT. This might sound stupid, but I tried
