The horsepower is variable, because you can choose different engines when you configure it before you buy. You don't have to buy the big one initially, you can upgrade it later
The catch, so to speak, with used vehicles is that vehicles with higher work hours need repairing more often. So while you can get it repaired to 100% the more money you will spend repairing it sooner. Also the repair bar is cumulative for all the tools attached to the vehicle and the vehicle itself so if it looks like its not full after repairing the vehicle that's why.
@KyloraGaming I mean not necessarily especially with a used vehicle with fewer hours on it. Being able to buy a higher powered vehicle sooner in your career than you typically would have been able to is a huge boon. It could even mean getting to the level where the cost of more frequent repairs don't impact you much or being able to replace them w new
