not seeing it in the comments so i’ll say that the “not for use around the immediate eye area” is a formality for red/pink based shadows based on an old fda law, they’re basically warning you the shadow may stain the eye area. you should be careful with glitter in your immediate eye area because it can scratch your eyes, but as long as you’re careful in removing it and use some sort of glue it’ll be fine!

I love colourpop! I have the Sailor Moon and Mulan pallet and it’s sooo good! I want to get the wine based pallet with all the reds in it 🥰 and the oh hunny collection with the honey based pallet 🥰💜

There's no issue with using it. It's only a problem in the US. There they're required to put that disclaimer on, because a pigment can stain your skin and glitter might get in your eye and damage it. Although the chances of that are very, very low and many people use them without problem. That's all.
It's more of a legal thing that the company does. It's mostly with glitters and also red shades, which I learned after ordering a red shadow palette from colourpop lol. In the US the dyes that make eyeshadow red cruelty free brands use aren't approved by the FDA, because only carmine is approved which is made of crushed beetles. They are more likely to stain the skin on your eyelids because that skin is a lot thinner than other areas. In the EU a lot of these dyes are approved and are pretty safe to use, but it's more of a case by case basis if you wanna risk it (like if you know you have sensitive skin or eyes). They have to put it just in case someone has a bad reaction, though I do wish they were clearer about that asterisk before I bought an entire red palette where half the shades aren't "eye safe" in the US. As for glitters, they could potentially scratch your eye so it's better to use those with a glitter glue to make sure there's no fallout.

I use baby wipes for sensitive skin for my eyes when I use my colour pop eyeshadow and glitters

Some people use it for shading on the lips, to fill in eyebrows, contour, highlight, etc. Eye shadow is pretty versatile
You can use it, it will just stain. Same thing with the James Charles Palette and Jeffree Star's Palettes.
