We have information that the previous record of Russels viper in Assam was escapee snake of snake charmers. Once a russell’s viper was found in Assam inside a potato bag which was imported from Bihar. There are a lot of wildlife worker and photographers in Assam but no one have found/seen/captured RV except a few particular persons.

He and his team wrote a paper, where they have recorded Russell's Viper from Bongaigaon, Assam. It's maybe not a original distribution here, from snake charmers the snake come here... Then what about Spectacle Cobra, which you have mentioned in the video. For your general information, Spectacle Cobra is also imported species by snake charmers.

Common krait is not found in assam. Maybe you are confused with common wolf snake
