Have raised birds for decades and one thing rings true, birds LUV to fight. You just can't relax or enjoy your day/night (when you're a bird) without a good squabble!
This is about dominance within the family. The bigger one on the left is trying maintain (his?) dominance, and the slightly smaller one is challenging this. A bit like when in humans, a son may challenge his father when the son is big enough and thinks he can. This an internal family dispute as I doubt Kookaburras from different families would even perch together as they are very territorial and fiercely defend family territories.

More than likely these are males, but it could be a male and female or even two females engaging with each other by beak sparring. It's very common. It can be aggressive, but is often also a form of affection, bonding, and how they play. They're obviously not aggressive here. They're pals having a little fun.
