  • Monthly online meeting, hosted by Officials Institute chairman, Joshua Schroeder, on 3/16/23 focused on the topic of Free Throws. Free throws in the game of basketball are quite common and so can many of the scenarios we will talk about. Officiating all the way to the end and not taking a break during a free throw is vital to ensuring we see and rule on these types of plays, violations and fouls.
The Officials Institute believes watching video together builds confidence with individual officials while forming credibility as a community of officials. This helps promote support for each other and keeps us all in a perpetual state of learning. All videos shown in this meeting are NFHS high school basketball games.
This online meeting will showcase 11 different video clips discussing coaches AND 2 BONUS CLIPS.
    0:00 - Intro
0:49 - During a free throw there is a violation and a foul. How is this adjudicated? Could it have been prevented?
13:13 - Multiple lane violations in this clip but only one is penalized. Why is that?
16:17 - Free throw with defenders stepping in early causing a delayed violation, but did the shooter fake them in?
20:56 - Double whistle on a foul after a free throw. Let's talk about what happened after that. How the officials handled the situation is important.
25:13 - The center official steps into the lane to inform all players the number of remaining shots. This is not necessary for the Center to do.
26:36 - First shot of a two shot free throw and the shooter violates by stepping over the line. Let's have a conversation about philosophy of this rule and how we should be calling it.
29:59 - Foul after a free throw rebound. Should these get any extra attention because it's after a free throw?
33:33 - Free throw once again resulting in a foul afterward. But the player appeals to the official stating he was held. Take a look and see what we discover.
38:32 - Free throw violation called by the Lead but where was it? Can something like this be avoided before throwing the ball to the shooter?
    41:45 - Standard lane violation
42:54 - Shooter violation with the ball not hitting the ring.
    45:17 - BONUS CLIP
54:43 - Free Throw Bonus Clip
    58:54 - Next Meeting - JUMP BALL
Watching video clips is a good way to stay connected to the skill of officiating basketball but education and learning can more effectively be attained doing it in a group with some direction from a key speaker. Remembering specific rules and application of those rules is easier when visual aids are used to present in a way that is easy to listen to and understand.
The Officials Institute, and their monthly video review meetings, create a fun environment that allows participants to speak up and voice their opinions on plays without negative retribution or rebuttals. Everyone's opinion is worth something and adds to the overall learning experience that everyone should strive for, regardless of years of experience. Breaking down film in slow motion and freeze frames helps to "retrain our brain" so when we see the same plays in real time we are in a better position mentally to get the call right.

I always seem to be busy on the 3rd Thursday of the month. Or I forget. Your videos are great learning tools. I wish more officials from the Greater St. Louis area would watch your channel and watch videos of their games. We can always learn

On the free throw step in at the 28 minute mark… would we do the same if we allowed the thrower to step in on an inbounds before releasing the ball? I think it’s definitely a black and white rule on this basic of a thing.

I would go with a lane violation first, which is the "C" call, and then I have a foul on white #20

At 49:47 when Trail gets a foul vs. Center calling OOB violation - shouldn't the Trail get together with the Center to confirm ruling before going to the table to report the foul?

I suppose you could, but if Trail comes in from that far away, as loud and confident as he did, I don’t think a conference between officials is necessary. This wasn’t a difference in fouls or who knocked the ball out of bounds. This was a call overruling the out of bounds with a foul happening before the out of bounds violation even occurred.

In the last play, in my opinion and judgment I would not penalize the team (player) that committed the offense twice in the same block of play. I mean that if I have to penalize something I take the most serious or most obvious, in this case the lack

But if the free throw is missed, and you have a foul, how can you not recognize the violation allowing a substitute throw? You can’t ignore it just because two infractions happened. The ball isn’t dead after the violation as it would be delayed.

But we must take into account the state of the ball, when penalizing, if the referees whistle for the violation of the free throw, it is automatically a dead ball and everything that can happen is canceled unless there is a technical foul. , unsportsmanlike, intentional, and/or fragrant.
