Still not sure what that entirely means.

I think the "it's illegal to çommiť $uiçiďë in X country thing (hate how you have to dodge filters and stuff around this topic btw, but it is what it is) is something to do with warrants - if there's a crime in progress the police don't have to go through the bureaucracy of getting a warrant e.g if the police look through a window and see someone beating their wife they can rush in and stop it so making it a crime to do you know what means that if someone is threatening to jump off a tall building they can act immediately and send guys up there or whatnot
