Background
The City of Edmond has been awarded $537,958.00 in CDBG Entitlement funds, for the fifth year of the 5-Year Consolidated Plan. The CDBG 2024 Annual Action Plan describes how these funds will be spent from October 1, 2024, through September 30, 2025.
The City of Edmond has been a CDBG “Entitlement City” (population greater than 50,000) for 25 years. The Community Development Division within the Planning Department is responsible for the planning, administration, and close-out of all CDBG activities. The city contracts with local non-profits to provide public service activities.
As required by the US Department of Housing and Urban Development (HUD), this document was set up in the Integrated Disbursement & Information System (IDIS) to include responses to specific HUD questions about the Community Development Block Grant (CDBG) grantee, goals, objectives, strategies and activities were required about the programs, budget and beneficiary details.
To assure all interested parties the opportunity to participate in the city’s Annual Action Plan development, the CDBG Department followed the council's adopted “Citizen Participation Plan.” The City advertised input sessions and the public hearing in the local paper, on the city maintained website and through correspondence with various program partners and social service agencies. CDBG staff receives quarterly input from the Citizen Participation Committee. Additionally, the staff has also solicited input from numerous city departments regarding particular activities mentioned and/or requested.
For the 2024 Federal Fiscal year, the 5th year of the 2020-2025 Five-Year Consolidated Community Development Plan, Edmond will receive $537,958 in HUD allocations. The CDBG budget will be $637,958, which includes funding of $100,000 from the previous year.
The first public hearing was held on June 13, 2024. The Citizen Participation Committee provided staff feedback on yearly programming. There were no public comments. The Comment Period was open from June 17, 202 to July 17, 2024. An additional public meeting was held on July 11, 2024. No public comments were made.
Based on local needs expressed by numerous social services, the Citizen Participation Committee (CPC), and data collected by staff, programming has been included to assist with accomplishing the goals, projects and activities for FFY 2024 contained in the Plan. This programming is designed to improve overall livability for Edmond’s neighborhoods and low-income residents. Projects and activities will include housing rehabilitation, public service support, hazardous tree removal, home buyer assistance, and fair housing assistance.
Generally, the City invests CDBG funds on a citywide basis. Funding priorities are determined by utilizing collaborative community process, analysis of community data and federal program regulations. As required, all CDGB activities meet at least one of the three national objectives: 1) benefit low and moderate-income people, 2) the elimination of slum and blight, and 3) urgent need.
This item has been reviewed by the City Attorney’s Office as to form and legality.

Issue
In the 5th year of the consolidated plan, Edmond’s CDBG priority needs to continue to be owner-occupied housing rehabilitation, senior services, rental assistance, medical services, food and clothing assistance, fair housing, landlord-tenant education, code compliance and removal of dangerous and/or hazardous trees.
The staff plans to work with city departments and local partners to accomplish several of the 2020-2025 objectives. Edmond’s CDBG programs benefit approximately 3,500 residents per year and 100% of the CDBG program funds assist low to moderate-income persons and/or households. All CDBG program recipients must submit certifications and/or documentation along with the application to prove they meet the eligibility requirements for each respective CDBG program. Among other reliability criteria, each applicant’s household income must be below the HUD-determined income limits, which are 80% of the median income of Oklahoma County.

Recommendations
The CDBG Citizen Participation Committee has reviewed, and City Staff recommended acceptance of the 2024 Community Development Block Grant Annual Action Plan at their July 11, 2024 meeting.
