Schuylkill Punch has many sewage plant effluents dumped into it from countless municipalities. These folks in the film were swimming, not drinking it. No harm, no foul.
Last summer a girl in my group jumped off of the right side of the rock into devil's pool and broke her .Rescue people took like 30 minutes to get there.Rescue people told me they get called in to devil's pool alot

They're not hurting anyone! Also, you make it seem like the fact that the water is mostly treated effluent is a bad thing, but that's literally what tap water is! If the plant is doing their job correctly, than that water should be about as clean as it gets. Clean enough to drink!
From someone who lives here, your best bet is to make the trails easier for personal, have a real path in and out for multiple reasons. From collecting trash, to making emts not have to hike in wet, muddy, rocky, rough terrain.
