🔴 Difference Between Rule of Law & Rule by Law - 1) Rule by law is a negative concept and it leads to arbitrariness. It means government or any other authority is above law. It is followed in countries where there is dictatorship form of government. 2) Rule of law is a positive concept and it is opposed to arbitrariness. It means no one is above law. It is followed in countries where there is democratic form of government. Please don't get confused between these two concepts.
