I love how in San Andreas the guy in the taxi rammed the pole like 5 times, gets out to do a drug deal, then rams the taxi another 3 times and decides he needs more drugs. San Andreas was too good.
I think the locations chosen plays a huge part in this and make GTA SA look more lively than other games. If he had gone to a place like “Acter” in GTA IV, and “Grove Street” or “Rancho” in GTA V, we would see much more action in those games. He stood right outside Niko’s safehouse where there’s not much of a population for GTA IV, And stood on the corner of a wealthy neighbourhood for GTA V where the people aren’t violent

Its increadible how we reached a point where we can build small worlds like this , full of millions of characters that can move and interact with each other independantly. We might often take it for granted , but its honestly mindblowing!
To be fair in GTA it is pretty much just a facade. There aren't "millions of characters" there are like a hundred different voices recorded at max and lots of duplicated looks, they hardly interact with each other apart from a few short convos/accidents/shooting and all they do is walk up and down. The Elder Scrolls games went farther with every character in the world be a unique individual with their own name, daily routine etc. Also, recently Watch Dogs Legion done some cool procedural citizen generation (there is a nice video on youtube about their system). Not saying GTA isn't awesome as a whole but the pedestrians are kinda shallow.

Cyberpunk 2077 is a fairly new game and even with its super detailed city there are no NPC interactions. In Horizon Zero Dawn there are occasionally scripted conversations but there is no game mechanic of roaming and chatting NPCs. I’m almost 100% sure there are more games where this does not happen than games where it does happen
In GTA IV you got to go downtown, THAT"S where the life is. One time when I was downtown walking around I saw a guy crash into some pedestrians, get pulled out and beat down. While this was going on a nun came up and kicked him while he was down. It was amazing.
I once saw a ped bump into another ped making him drop his coffee cup. He then turned around and clocked him, then they started fighting! I was completely blown away by the A.I. Hell, still am!
I used to drive around with a fire truck spraying everyone and getting 10-15 people chasing me. Call 911 as they best me up and watch them get arrested. I thought it was the funniest shit ever

Not exactly. I am playing Cyberpunk 2077 and maybe it's not GTA San Andreas or GTA V level of living world, still seeing sometimes some interesting situations but mostly it's lifeless crowd. Open world in Cyberpunk 2077 could be better if they could delayed release and put more life in it instead of simply, poor scripting of pedestrians and drivers behaviour. You might have chosen poor spots for gta 4 and 5, since I've seen a lot of action in both of them. 4 has traffic accidents with people leaving their vehicles to punch fight the other, and 5 has epic police chasing

Not exactly. I am playing Cyberpunk 2077 and maybe it's not GTA San Andreas or GTA V level of living world, still seeing sometimes some interesting situations but mostly it's lifeless crowd. Open world in Cyberpunk 2077 could be better if they could delayed release and put more life in it instead of simply, poor scripting of pedestrians and drivers behaviour.

You might have chosen poor spots for gta 4 and 5, since I've seen a lot of action in both of them. 4 has traffic accidents with people leaving their vehicles to punch fight the other, and 5 has epic police chasing

Los Santos starts going crazy as a result and the place goes to hell. Using the cheat will cause the Ai to have the programming of the end of the game and there will be exploding cars and chaos

GTA3 was the first 3d game that felt like it was a real place. We overlook the NPCs now, but I remember just watching them do shit as a kid. It blew my mind coming from GTA2 to GTA3.
