The rule is that you step back (i.e. you step away from the judges/instructor) on all of your forms when returning to ready position. The exception to this is in Sib-Jin (5th degree black belt form). Other forms do not follow this rule from the ITF tradition, but you can safely apply it to WT poomse.

The official USAT Poomsae competition rules .pdf doesn't seem to go such details about individual forms. I think you're right and that Palgwe 6 is originally performed with the back foot stepping forward when returning to ready. I think stepping back is more recent based on Taeguk form standards.
@@TheBladeSephara Yeah taegeuk you do step back and you do not perform pla gwe in WT competitions. So that must be the issue. So Sipjin is the only exception of the WT approved forms. They stopped pal gwe forms after like 3 years from 1973.
taeguk is for poomsaes 1-8 and they are much simplier than palgwe 1-8 which has more difficult moves and patterns and 5-8 in palgwe is learned after earning black belt.
Palgwe was created a few years before the taeguk forms. They utilize more back stances and long stances. Taeguk forms were created to be more natural which is why it favors walking stances. Many schools moved away from teaching palgwe as most WTF sanctioned tournaments like your state championship to qualify for junior olympics and taekwondo for Olympic qualification only recognize the taeguk forms. That being said many of the open state tournaments allows the use of both. You may also see some schools change or add additional techniques. For example i originally learned the taeguk forms and am learning the palgwe forms now and in palgwe 4 instead of a hammerstrike they have a down block long fronstance to a high block back stance, which isn’t technically correct. Also one of the black belt instructors called the keumkang montong Makki a strike, but I actually know that it’s a middle block and a high block as I know that technique. I chose not correct them as I feel it’s not my place and out of respect. I feel some people who teach the palgwe forms automatically thinks people who only learned the taeguk forms don’t learn those other techniques, but in reality we do...just not within the taeguk forms.

Soms schools, at least in my country , teach both. But they use the taegeuks as children poomsae and palgwe for adults

The problem with the Palgwe forms is that they have been discontinued and have not been supported for over 50 years, hence the reason you see so many bastardized versions of the forms on UA-cam. That said, you are correct. This is the only channel worth viewing for any KKW forms, past or present.
@@MKillBill i hate the way it has progressed. Recently ive started teaching TKD and will stick to the traditional Palgwes. It was a bit odd not knowing why there are so few who teach palgwes. I know now thanks to you.

On the end poomsae correct must be : right foot draw to the left !
