So it goes by calendar year not your specific year of having it! So in your example 10/2024 would be $200 credited, then 2/2025 would be $200 credited which is the end of the double dip ($400 with one annual fee of $695) 11/2025 will not be credited $200 because you already used your $200 for 2025 (2/2025 booking)
So there is actually a way to triple dip! But you have to open your card in December not April. For April, book a room or use the airline method by the end of the year. Repeat that before April 2025 for the next year.

Does the sub hit your account after eligible spend. Not including the $695 annual fee. So they require $8,695
It hits the account after 1 statement cycle so yes it will be $8,000 in spend and $695 for the annual fee
