Hey coach when you say as “I pull his hand to my chin” which hand specifically?

Left hand goes towards your chin/chest when you chop the left left to sweep so that opponent spins and falls on their back instead of on their side.

Does it matter if your knee is on your opponents chest vs his/her belly?

I think it’s old school variation vs new school. People prefer the new school way with knee/shin across the chest. The old way people can try to smash that leg down and pass. It really comes down to personal preference.
The Old school variation was shin across the Belly, it helped fold his upper body forward. The Foot stayed hooked at the hip, and the rest of the technique is the same.
I prefer the knee across the chest, I pull my collar grip and drive my knee/shin into the body to help lock him in place It is also uncomfortable for them.
