If its a photo finish, then it should be a penalty free finish shouldn't it ???

The rule says that no activity is allowed until the penalty has been served. Marks fish should be weighed but not counted on the score tracker until the penalty has been served. MLF just broke their own rules!

When they just throw the last fish in because they know it's enough weight, the two minute penalty should apply before fish is weighed and submitted.

It does feel like the fish shouldn't count until after the penalty. Otherwise, last fish penalties are completely irrelevant.
